Laminate over concrete basement floor

I'm wondering if i can install laminate flooring directly over my basement concrete floor.

I have a carpeting down now,but need to replace it.
Basement is dry.

Thanks

You can, and it is done daily. I personally am skeptical of it, but that's me. Be sure to use the underlayment prescribed by the manufacturer in order to have it done right, and in case there are any warranty issues.
Monday we are laying 1000 sf of 5/8" engineered flooring in a dry basement over the red underlayment with what looks like styrofoam beads all over it. It is an air flow underlayment, supposedly. I'm glad my helpers have good knees.
