Warped floor

The floor in my kitchen looks like particle board with vinyl tile on top. It's warped to the point that the side door well not open. Years ago I noticed a big bubble in the floor there when I first moved in. I was hoping it would rectify itself, dry out or whatever happened to it.
I thought about planing it but that may not be the best way to do it.
What's the best remedy for this?

There is probably 1/4" luan on top of the particle board. PB swells but then deteriorates when it gets wet. You'd know by weak spots in the floor. If it is luan, you might be able to nail/screw it down.

If this is a mobile home, there might not be any underlayment over the PB. The best bet would be to cut out that section and replace with either 5/8" plywood or OSB.
