Wood floor nails on stairs are starting to pop up.

My wood floor nails on stairs are starting to pop up. It does not seem like there is a right way for me to nail them back in without causing any destruction. Is there an easy way to fix this? It's already happening on several steps. See attached 2 pictures.

You could try to punch them back down with a nail set but they might come right back up. Is there a lot of flex when your step on the treads?

Looks like either a floating floor or laminate installation. The stair nosing may have to be glued down to prevent excess movement. The overlap should provide for the expansion gap.
