Trouble with staining stairs

We are staining the stairway in our house along with a little landing at the top. The top stained fine and looks good but on the steps we're getting a lot of spots that the stain is not soaking into. Thanks

What prep work have you done? The wood needs to be sanded down to raw wood before it will accept stain.

yeah we sanded everything down but it still turned out like that

Looks like it was not sanded down to bare wood.
All those shiny areas look like there's still poly on the floor.

Looks to me like someone put Durham's water putty (or similar) on the floor and cracks. That stuff doesn't take stain at all. But it could also be inadequate sanding.
