Preparing concrete subfloor

I removed most of the vinyl flooring off my basement's floor. There are spots were I can't remove the glue and couple of the spots I couldn't remove some of the paper. Rented a machine from HD but it was scraping the concrete instead of the glue and paper. The floor need to be leveled and the leveler will not bond to the glue and paper, Can I use EPDM rubber on top of the concrete followed by an underlayment? I'm stuck and not sure how to finish preparing the subfloor and the wife is not happy (I don't blame her).

What's the finished floor going to be?
What are you using for a scrapper? Should be using a wide razor blade.

I want to use laminate flooring. I tried using a scraper and it did not work, haven't tried chemicals yet. Do you think EPDM rubber under the underlayment would help?

#1 In most cases laminates a very bad idea in a basement.
One water event or even rising moisture will destroy it.
EPDM would be a very expensive vapor barrier and any moisture coming up through the slab will cause it to bubble up and release.

It is a walkout basement, we lived in the house for 13 years and never had water issues. Also we have a dehumidifier running most of the year to make sure the humidity levels are low. I was thinking to use the EPDM or maybe another product to conceal the imperfections of the concrete subfloor. Using EPDM or roofing felt might be a crazy idea but scrapping the floor proved to be a tough task.
