Wood Floor Tiled Over

I've got an old hardwood floor that I want to restore. Unfortunately, the previous owners of my house tiled over the floor with a plastic tile.
The tile was glued to the wood using some sort of rubber cement. What is the best way to refinish this floor? Do I need to remove the glue before I can sand or will sanding remove the glue as well?
