Question quiet cork for floors

I live in a condo and must soundproof if I want to install hardwood or any other material. I currently have plywood with icky rug over it. Does anyone haave any recommendations about soundproofing and installing over it?

Soundproofing

You can't soundproof, but you can reduce the acoustical transference of sound. Studies show that carpet is best because footfalls make no sound on carpet. Cork would also tend to muffle sound.
