Floor Covering

Our church is in the process of remodeling our nursery. We are removing carpet & installing vinyl flooring. There is particle board under the carpet. Do we have to put in underlayment board before installing the vinyl? Please answer as soon as possible.

Particleboard under vinyl

"The RFCI (Resilient Floor Covering Institute) doesn't recommend its use for fully adhered sheet vinyl or tile floors. Thickness edge-swelling is the number one complaint when it comes to particleboard installed under resilient flooring.
