sweating cement floor in screened in porch

I have a breezeway that is enclosed by walls and screened windows and doors. The cement floor sweats really bad. We have tried painting with cement paint but even the paint will not stick because of the sweating. Any suggestions on what type of floor we could lay in there that will make it safer and more attractive? We have thought of rubber sport court but it is rather expensive. Maybe we're looking in the wrong places for it. Any help will be greatly appreciated. Thanks.

Is Lake Arthur low enough so the slab is below the water level as is often the case in Louisiana? Does the floor dry out if you leave the windows wide open?

The windows and doors are only screen therefore the room is never closed in. And it will dry when the humidity and moisture level are down. I don't know about water level.
