3M Filtrete Thermostat clicking frequently

My Filtrete 3M30 programmable thermostat has been clicking more frequently than usual since the temp outside has dropped into the teens. I'm assuming it's a relay that turns on the auxiliary heating coils because it occurs when the ambient temp is three degrees below the set temp. However, I don't understand why it would be clicking on and off so frequently--sometimes two or three times per minute. I have to imagine there is supposed to be at least a degree of swing before it turns the aux. coils back off. It's as if the relay is turning on at 3 degrees difference, then back off at 2.9, then back on at 3, off at 2.9, etc., which is causing it to cycle way to often. Is this possible?
