Help with a Bryant T6-PRH-A on install

We installed a Bryant/Carrier 215BNA048000 15 SEER heat pump, with a FV4CNF005L00 variable speed fan coil, 15Kw strips.

We wired up a T6-PRA-A thermidistat using the "FV/FK Fan Coil with 1-stage Heat Pump" wiring diagram, made sure it was set to HP and tried it out. (my first to deal with, btw)

The fan coil came on, but the outdoor unit did not. The contactor does turn it on.

We looked and look at this thing and couldn't figure it out. So getting late in the day we tried to hook up the old 5 wire HP thermostat just to get them in cooling, but again, the outdoor unit wouldnt turn on.

Any advise?

Post the terminal and the wire connected to it for the old stat and the new stat.
Does the fan turn off with the stat or is it stuck on?

Check the low voltage fuse in the air handler control board if the fan is stuck on.
