heating/cooling not working optimally

Hi all,
Background: we bought a house (built 1995) last summer. Has two zone heat (natural gas furnace, forced air) and air conditioning (using same ducts). Before purchase seller had 2nd floor air conditioner serviced at our request

Last winter the heating was fine until end of season. Then the 2nd floor heat wouldn't maintain set temperature- would come on below set temperature.

Now this summer, air conditioning for 2nd floor is coming on but is only slightly cool and hardly cools the zone.

My feeling is it might be the thermostat. I've changed the filters, but still same.

Any suggestions?

Are there dampers controlling the zones? Does the first floor maintain setpoint?if so check the operation of the second floor zone.
