Cool Fan Speed Help

My air handler seems to always be on high speed when cooling.
American Standard 4 ton Allegiance 16 Condenser
AS Comfort-R Freedom 80 VS Air handler

I have never gotten the board to slow down.
With the dip switches, i can select the different tonnage and adjust the CFM but its always the 100% CFM.
Even with the Comfort-R dipswitches on, i never get the ramp profile.

I have a white rogers 50v61-507 furnace control board.
I even purchased a replacement board thinking maybe the original board had something wrong with it.
Everything acts the same on both boards.

Wiring is this =
Photobucket

I even tried wiring Y1 to Ylo and Y2 to Y to see if it would drop the fan to 50% and 100% ... still no change.
The CFM light is blinking 13 times so its calling for 1400. Which is the high value for 4 tons at 350 CFM.
Just for the heck of it i moved dipswitches to 5 ton setting and the CFM called for 18 (1750 cfm) and fan was noticeably louder than 13.

Is there something im missing on the dipswitches?

R to O is jumper
W14 jumper is cut.

Furnace board settings :

Any help would be appreciated.

Did you configure your thermostat for 2 stage cooling?

Have you checked it with the thermostat in test mode?

Confirmed last night. Thermostat in test mode. Stage 1 = 13 blinks. Stage 2 = 13 blinks.
Even wired the board incorrectly with Y1 to Ylo and Y2 to Y ... I get the lights for each stage ... 13 blinks on each one.

I've read in other threads that the board will call for fan settings based on differential pressure. Could this be an issue? or does that only come in for heating only?

Possible low voltage short?
I would measure for 24VAC at the furnace BK terminal when only stage 1 has a demand.

I would also measure the amperage with each stage.

Where on the board is the LED that you are viewing?

There is a CFM LED as well as a LED by G, Ylo, and Y. For stage one I get G, and Ylo. Stage 2 G, Ylo, and Y lit up. (when wired incorrectly of course)
When wired the correct way with Y1 to Y and Y2 to BK, I only get the LED on Y no matter what. Both wiring scenarios ... 13 flashes on CFM light.

Yesterday I changed out the board to the old board. Still the same when doing test mode from thermostat.
Could it be something related to the ECM on the VS blower motor? Could the ECM be telling the board to only do 13? I know I'm probably grasping at straws here.
I'm almost debating on getting the new replacement board from White Rogers that is a universal 2 stage VS board that replaces the old 50v61-507's.

My other option is to take the board from the upstairs unit and try it in the downstairs unit. and try the downstairs one upstairs. See if the board goes to the CFM change like is should. Just to rule out something wrong with the 2 boards I have downstairs. (one was the original and the other was a used one given to me).

So we only get high speed fan operation.
Have you tried disconnecting the stage 2 wire from the furnace to prove that we don’t have a shorted wire?
