Toilet refill problem
Both toilet upstairs are having problem with refill. If I turn on the water in the bath tub, and then flush the toilets, the refill is very slow. The water trickles out the refill tub very slowly. The refill time is normal if I don't turn on the water in the bath tub. The refill is also slowed down when the washing machine down in the basement is running.
The toilets downstair and in the basement don't have this problem.
Can somebody please tell me what may be the cause for this slow refill? Do I have a clogged pipe somewhere?

It could be the pipes (size or galvanized), partially clogged shut-off valves, the toilet tank water valves, or low water pressure.
Try replacing the tank water valves first with Fluidmaster 400A float-cup types (only about $7-$8 bucks). Just follow the directions that come with them. Easy.
See if that helps solve the problem.

Do you have galvanized water supply pipes?
The only solution to galvanized is replacement.
Are you on a private well or public water?
If you're on a well, we can check some things there, beginning with the pressure tank.
If you're on public water, do you have a Pressure Reducing Valve?
A PRV can be adjusted, repaired or replaced.
Give us more detail on your water supply system, and we'll try to help you. It is a process of elimination.

Some more info on the problem. If I flush the toilet first and then turn on water in a sink or a bathtub, the refill is normal. The problem with slow refill only happens when the toilet is flushed after the water (from sink or bathtub) is turned on.
