Replace sink flange in basin

I have the part and it threads in. But how do I take the old one out? Is there a special tool?

Are you describing a pop-up assembly in a regular vanity/lavatory?

If so, remove the nut underneath that holds the assembly together, then wind down nut to the pop-up rod nut.

Push the assembly up, take a pair of channel locks and hold on to the flange part while twisting the assembly below, this might take some muscle to come apart.
