Toilet flange problem

I recently discovered a leak at the base of the toilet. When I removed the toilet, the flange appeared to be steel and was badly rusted. It is attached to a cast iron drainage pipe below the floor but it is not clear exactly how this connection is sealed. Information about the best way to replace this flange would be appreciated.

You can buy a replacement ring that goes over the existing ring and gets screwed down to the floor to hold it in place. It is rubber coated to seal the two flanges against leaks. I have included a picture to show what you need.
