toilet refills VERY slowly
Yesterday, late afternoon, the toilet in our masterbath would not flush. I took the tank cover off and found there was very little water in the tank! Upon closer examination, it looks like there is water dripping from the refill valve. If I push it down it drips a bit faster. If I lift it up it stops (we don't have the ballcock kind). I can't turn the water valve (attached to the wall) to shut off the water supply...it's really tight! And when I touch/slightly move the water line that goes from the water valve to the tank it seems to have a lot of pressure...almost vibrates. This morning I checked the tank and the water was up to the fill line...so I flushed the toilet. That was almost 3 1/2 hours ago and the water level is still REALLY low and the water is dripping from the refill valve. So, at this rate, looks like we will only be able to use that toilet once every 12-14 hours! After reading several doityourself instructions and forums on this website I am guessing that we need to replace the refill valve. Does anyone either agree or have any other suggestions?
Also, any suggestions on how I can get the water valve to turn off? Like I said it's really tight and I don't want to strip the knob or anything.
Thanks!

momof2, Welcome to the DIY Forums.
If the shut-off valve for the water supply is a metal valve, there should be a nut just under the handle. Loosen this nut (slightly) and it may make turning the handle easier. If that doesn't work then you will probably have to turn off the water at the main. Sounds like the fill valve has a clog in it. I would suggest replacing the valve with a Fluidmaster 400A. These are about $6 and come with really good instructions. You can find them at DIY Shopping or local Home centers. You will probably want to replace the toilet supply valve at the same time. Good luck.
