There is a clog there. Either in the toilet trap or the pipe below the toilet. You could rent a closet auger. This will usually clear out any obstructions in the bowl and trap. You may have something jammed in the trap that collects paper and then blocks the flow, but then releases the paper and flow is normal with just water. Good luck.

Hello, These are a couple of possible reasons for the problem you
are having.
Pour a bucket into the toilet bowl. Does it flush?
If no plunge it or get a bowl auger to clear it.
If it flushes the problem may be a lime build up in the bowl.
Clear all the holes in the toilet bowl under the rim and the jet
in the bottom of the toilet. You can use a wire or small screw driver.
I use muratic acid. I pour the acid into the overflow tube in the tank.
I use about a half gallon.Let it set for about a half hour then flush.
Muratic acid is used in swimming pools to balance the PH.
I get it at Home Depot.

If you use the muratic acid in the toilet, make sure you have PLENTY of ventilation.

slow flushing toilet

The toilet seems to work fine but it flushes slow.
Somebody told me the tank needs to fill more. And the way to do it is to adjust a screw on top. Help, what screw and which direction.

If you have an arm with a ball on the end, there is a screw at the end farthest from the ball. Turn it counterclockwise to allow more water into the tank. There should be a mark inside the tank for the proper water level.
