Bought a new flapper for my toilet since the other one went bad. It flushes 3 times now before the flapper goes down. A neighbor fixed it so the toilet wasn't going to fill so high by taking that ball thing and making it go lower. It doesn't fill so high, but it still flushes 3 times before it fills up. If it doesn't mean I am wasting water, then I'll leave it, but if I am wasting water, tell me how to get the flapper to go down faster. Thanks.

It would be best to remove the tank top and watch as you flush the toilet. This way you will get some idea of what is happening. The normal problem is that the flush is not long enough.
Did you make sure the new flapper is the same type as the old one? There are lots of new styles and types. makes it hard to get the correct one. I would guess that the new flapper is lighter and the incoming water is pushing it back up causing multiple flushes. I am not there so you will have to be my eyes and tell me what happens when you flush. Good luck and reply back using the reply button at the bottom of this post.
