Question Old bathroom with no toilet flange

I removed my toilet to put in a ceramic floor. The floor is made of concrete. The waste pipe is made of steel and is cut off level with the concrete. There is no flange. I looks like there was about 1.5 inches of plumbers putty (I'm guessing) around the waste pipe. The house is 40 years old. Can I simply put down a thick wax ring instead of the putty when putting the toilet back on?

rabacklund, Welcome to the DIY Forums.
What held the toilet to the floor? They make PVC toilet flanges that have a "slip" type ring on them. They go inside the pipe and then are screwed to the floor. The pipe is probably cast iron. Measure the inside diameter of the pipe and check at Home Centers or a Plumbing supply store. Good luck.
