odd question - toilet seats
what is the deal with open front toilet seats in public bathrooms vs. the regular round/oval ones in most homes?
Is is for handicapped? How? They have been around long before rules for disabled access haven't they?

Open front seats give more sanitary conditions and a greater sense of comfort. It is covered under the UPC (Uniform Plumbing Code) Section 409.2.2 Item 144. "All water closet seats, except those within dwelling units, shall be of the open front type".

To expand a little it's so that when male users urinate without raising the seat there's no place to dribble on that would be unsanitary. Also, I suppose, so that when seated there's nothing close by for the male genitalia to touch which could be unsanitary. Probably originated back when people claimed to get a social disease from a toilet seat.

Yabut...
They are in women's bathrooms. And you would surely think if they were "more sanitary" housewives would have demanded them long ago??? So while I can buy the accomodation for dangly bits, why are they in women's bathrooms too?
On the other hand I bet the "full circle" style is less apt to break?

Ask your wife how many women "sit" in a public toilet. Most squat and squirt. The split seats are made for commercial use and are built to handle the abuse many public restrooms take. They are more sanitary, since your "parts" are not going to be subjected to touching them. Doesn't keep a thing off the floor.
