Backwards Delta shower valve?
Delta water valve, single lever, 90 degree rotation, stamped as Hot full left (counter clock) , Cold and then OFF when full clockwise.
The hot position is cold and the cold position is hot. Off is off. Can this be an internal positioning problem (cartridge or what ever)?
I was thinking that being it doesn't get fully cold, and with however these anti-scald schemes work, perhaps the internals were 180 degrees off (if you get my drift). Seems like it's mixing hot with cold instead of mixing cold with hot (to prevent scald temps?).

It appears the water is hooked up to the valve incorrectly; hot to cold and cold to hot. It will need to be reversed for proper operation. And do it before someone uses it that is not familiar with its wierdness.

Yeah - that was my first instinct but was hoping these Delta's would have a mixing valve that could be in wrong or something other than the obvious. Hoping & hoping...
It doesn't look like the P.O. did anything other than tile work in that bathroom so now I scratch my head.

If it is tiled in the bathroom side, then cut a hole in the opposing wall and repair it from behind. It is alot easier to repair sheetrock than replacing tile that won't ever match.

Being this bathroom seems to be a source of another problem or two, the cut out in the adjoining room might still happen for inspection purposes, for the other stuff.
