Refinish brass tub faucets and spout
House is 25 years old. Lacquer has worn partially worn off and the brass is green where it's worn off.
How can I remove old lacquer, clean brass and relacquer?

Any remaining lacquer can be removed with metal polish such as Brasso or NeverDull , and lots of elbow grease.
Doing this and taking the pieces to an autobody shop for re-lacquer is a project few of us would find worthwhile, either in financial terms or in the likely quality of the outcome.
Depending on what make and model, it is just possible that the manufacture is still making replacement parts and today they would be PVD brass.
That is a long shot based on age, and at 25 years the faucets and shower valves are due for complete replacement.

Lacquer remover is used to remove lacquer coating. Brass is polished and wiped with lacquer remover to remove any polish residue. Then, brass can be sprayed with two or three coats of clear lacquer to reseal. Eventually, lacquer will wear and lose integrity and brass will oxidize again.
