Toilet drain flange height????

Toilet drain flange height????

should the drain flange that the toilet sits on be level with the floor, slightly below the floor or above the floor?

I have a toilet which was wobbly and I removed it to see why. the flange coming thru the floor sat on top of the floor. the toilet drain and the wax ring made the toilet sit about 1/4" higher than the floor because the drain on the toilet was lever with the base of the toilet.

Is that normal? I had to put some shims under the toilet to keep it from rocking on the flange

The flange can either sit on the floor or the top of the flange even with the floor. In either case, the flange should be attached to the floor through the 4 holes in the flange to keep it from moving and breaking the flange or pipe. If the flange top is below the floor, I use flange extenders to get it at least even with the floor. Good luck.
