Noise when toilet is filling

I have two toilets in my house. Both are Mansfield. Both were making lots of noise during the refill but seemed to be worse and more frequent when weather is colder. I replaced the fill valves in both a few days ago. Both seemed to be fixed after the replacement of the valves until the weather turned colder today. Now, one toilet seems to be ok but the loud noise has returned to the other toilet. Any ideas of what could be causing the problem or what I should do to correct? Thanks for any help!

The shutoff valve is completely open now but it seems to fill slower than the other one that seems to be doing ok. It did seem odd to me that when I opened the valve it didn't seem to open as far as the other toilet shut off valve. I wandered if maybe they used two different types of valves when the house was built and possibly the toilet with the trouble needs a different valve to allow more water flow. Does that sound totally off base or am I on the right track? Thanks for your suggestions.

They could be different style shutoffs. Some you have to twist a few turns some only need 1/2 a turn.
What is the noise you hear like? Is it just a water noise like restricted water going thru a pipe, a hose filling a tank, or are there some banging or weirder noises to it? Is the noise around for the entire refill or does it quiet down after a few (5 to 10) seconds after then flush? Can you pinpoint where it is coming from? It would be either the tank or possibly the shutoff/supply line.

The noise is kind of a sputtering sound. It sounds fine for a second then it has this sputtering then fine, ect. It continues to do this during the entire filling cycle. I notice that on cold mornings or nights is when it does it. If the weather is warm out then it doesn't do it. Thanks.

I'm not sure what the problem is. That sounds like air is in the lines. It should have worked its way out after a couple flushes. You can try replacing the shutoff and the supply hose. They maybe partially plugged causing the noise. Maybe someone else will have a better idea.
