Tub Drain Stop does not hold water

Hello everyone. Prior to replacing the overflow drain stopper plate the drain never held water. I replaced it because it was all corroaded. In any case I pulled the whole stopper mechanism out and installed it to the new plate/stopper leaver. It still does not hold water.
My question is, how do you adjust this lever. I saw the threaded area for adjustments but I don't know which way I have to adjust it to hold water.

This particular adjustment can take a plumber almost as long to set as setting an entire tub.
Typically, you will turn the assembly counterclockwise (looking at it from the top)to make the drain stop sit lower in the drain - thereby cutting off the flow of water. Sometimes I will "over compensate" to get a feel for "where I am". I'll set it to the point that I can't push the lever all the way up to seat the drain. Then I'll slowly adjust the mechanism until it seats when I raise the drain handle.
