Toilet problems

I have a toliet that when flushed the water raises to the top and it drains slowly. Sometimes it takes 2 flushes to get rid of the waste. (there is no back up in tub or sink....yet) I read the FAQs and they say I should clear the mainline.

This leaves me with a couple of questions.

1. Is the mainline the entire waste drain....that extends beyond the toliet?
2. Is this something that I can do myself or does it require a professional?

I've already tried a plunger and a snake, but the obstruction doesn't seem to be within the toilet.
