Shower Valve

I have a 3 handled shower setup (hot, cold and rotor for switching water from the faucet to the shower). The rotor valve is not cutting off all the water. I wonder if anyone can tell me how to adjust this so it cuts the water off?

It may be that the washer on the end of the diverter is either worn, torn or out of line. Remove the handle, estucsceon (never can spell that word) and remove the nut holding the stem in place. Unscrew the stem and inspect the washer setup on the end. Replace the washer regardless and inspect, with a flashlight, the tub where the stem goes for obstructions, pieces of your washer, or cracks, etc.
