shower head leaks

I've got a townhouse that was built in 1994 and used Sterling one handle faucet in shower. Handle does squeak when turned on and off. Recently shower head starts to leak when toilet downstairs on second floor is flushed and continues leaking until shower handle is turned on and off a couple of times at which time the leak stops when turned all the way off. Shower handle has clear plastic center insert with opaque stripes and name "Sterling" on it. I tried to remove the center insert to gain access to a screw to remove the handle but can't get the plastic out. Is that the proper way to get the handle off? A plumber advised the leak may be from hard water/mineral deposits on cartridge. Can cartridge be cleaned or needs to be replaced?

The set screw is either under the handle when the faucet is in the off position which you will need to play with a allen wrench to find the screw. It might also be on the front of the handle behind a cover in the center of the handle. If there is a build up of crap on the guts, then change the guts.
