Bonnet Packing - Leak from stem

Hi -

What am I doing wrong?
I have an old basement slop sink.

The faucet has short stems, and a brass bonnet on each stem.

I changed the compression washers because of a faucet drip. Fine.

The bonnet packing was shot too - little drips out from the stem.

I got likely looking replacements: thick felt bonnet packing washers which are very snug over the stems.

I think they are supposed to shape into the bonnet just like the old stuff that was in there.

I put these on, put some thread sealer on the threads and tweaked the bonnets back on. I had to push the bonnet on firmly to catch the threads, so I figured the packing was going to be good and tight.

But now, I get leaks out from the stem more than ever when the water is on.

Any suggestions?
Thanks!

IMO time to replace the faucet. I tell customers all the time...you can pay me for an hour and it might work, or swap it out and it will work...Of course I am assuming the faucet is very old? Good luck!
