Post Kitchen Sink

The water just trickles out of my kitchen sink. I think I turned the water off by accident. Is the shut off value the one with the red knob? I tried turning that one CCW to no avail. Last week my landlord sent over a plummer to put in new lines under the sink. (I had the same problem then). Also is no low water pressure, plummer stated there was sand in the filters. A day later the water pressure was back to low. If the red knob is the water value, how do I get the water turned back on. As you can see I don't know much about plumming.

Quite frequently the aerator gets clogged following plumbing work on supply lines. It's the very end of the faucet that unscrews and has a screen in it plus some other small parts. Unscrew it and carefully disassemble it - noting where the parts go and in what direction.... clean the parts and reassemble (after... you flush the faucet system thoroughly without the aerator attached).
