Moving toilet

I just moved into a house and one of the toilets is in a strange place and facing the wrong way. It's almost like the plumber messed up and it was never fixed.

I would like to move the toilet so it fits nicely in the bathroom. As best as I can tell, moving the closet flange about 10" should do the trick.

Here's the catch: I believe there is a joist about 5" inches away I would have to cross to get the toilet close enough to the wall.

What can I do to get past the joist?

In any case I like to use a steel plate, 1-1/2" x 1/8" and 6" on wood either side. #10 screws.
