What type of faucet is it? Does this happen only on this one faucet or others within the house?

Could be a loose valve seat on the faucet. If it happens on others, you will have to check other items too. We use swamp coolers here and I have went to houses where when they turned on the cold water it would cause the float in the cooler to turn on and off rapidly, causeing a vibration in the water line.

It's a Pfister faucet. And it only happens with this faucet on the cold water line.

Sounds like it could be a loose valve seat on the faucet. I would pull the valve and see what it looked like, get a rebuild kit and rebuild the thing.

May also want to look at the shut off valve under the sink. A loose seat there could cause the same noise, but start with the faucet first.
