When I flush the toilet the ball **** that drops too fast and doesn't let enough water out of the tank to flush the bowl. Do I need to replace the ball ****?

Are you talking about that rubber looking thing in the middle of your water tank-when you push your flush handle to flush toilet does a little chain lift the rubber looking thing up & let water run into toilet?
If so, you need a new flapper valve--not a ballcock.
Take it to a store that sells plumbing stuff for a new one.
follow instructions to install new flapper valve................
Have fun..........................

Before replacing the flapper, Is the water level in the tank correct? It should be about 1/2" below the top of the overflow tube in the center.
