Have to hold handle down on toilet to flush

When we flush the toilet, we have to hold the handle down to get a full flush. Opened tank lid and it looks like the "flapper" isn't staying open long enough for the full flush to take effect. Tried to adjust the chain, but that wasn't the problem. I'm thinking it could be the flapper, or the handle isn't staying down long enough....I don't know. That's why I'm here. Aslo the tank doesn't seem to fill up as far as it once did. Thanks for any replies.

P.S. Toilet fairly new....2 or 3 years old

Try a new flapper first, cheap and easy if it fixes the problem. I like the ones with the plastic frame and rubber flap. The adjust-a-flushes are nice for older toilets, but you prob have a low flow toilet as it is.

Make sure your handle nut is nice and tight. Its a LH thread IIRC.

You can adjust the float on the fill valve to give you a bit more water. It should be to the fill line on the back of the tank, or about 1/2" below the overflow tube.
