Slow draining toilet

As if you all haven't heard this before. When flushed the water rushes into the toilet bowl fine. However the bowl then fills and drains slowly without the usual sound. As i have read other peoples reply's for this type of problem, I know that it is not a vent problem, I have snaked it several times. We had the problem a few years ago with frequent clogs. We took the toilet off and found a lot of buildup along the pipe wall of the toilet that we chiseled out what we could reach. I am assuming it is the same problem is there something (chemically) that will clean the pipes or do we have to take the toilet off again to clean every few years.

Look for clean outs in the main drain between the toilet & where the pipe leaves the house. If you had to chisel near the toilet, who knows what else is in the rest of the pipe?
