Toto Toilet Install Help, Doesn't Mount to Flange

We just purchased a Toto toilet that does not mount to the flange like toilets I have installed in the past. Instead of bolting directly to the flange, it mounts using blocks at the rear and a "socket" bolted to the flange. Two screws attach, parallel to the floor, to the mounting blocks to hold down the toilet after the toilet has been set. I am having trouble keeping the toilet from rocking after setting on our tile floor. No matter how I shim it, the toilet always feels loose. With the screws horizontal to the floor, what is to prevent the toilet from pivoting when you lift on the front?

I'm having a problerm visualizing your problem but when in doubt call Toto customer service- 1-888-295-8134 they should be able to walk you through it.
