mortar bed shower pan done but seems a bit loose

this is my first mortar bed shower pan so maybe I am too novice to know it's ok but it doesn't seem that way.

there is one spot which was still soft sand, can dig it with fingers down about an inch. must have been not well mixed there.

anyhow as for the rest of it, it supports my weight with no problem but if I sort of grind my shoe into it, I feel like it could be destroyed. it's hard, but not really solid like concrete is. maybe I am imagining but I think I could dig through it with a dinner spoon or butter knife if I really got down to it.

plus, there is some loose sand on top that can easily be swept. so, in closing, as a whole, it seems hard and tough but if you pick at it, it doesn't seem that hard and tough.

am I looking at tearing it up and re-doing it?

Short answer, yep. It should be solid as a rock. How dry was your mix, and did you mix it well before wetting? Our tile guys have used this site on more than one occasion. Give it a look for the proper way to do the pan and see where your error was. Let us know.
