Toilet wont flush properly

Ive recently started having a problem with my toilet flushing all the way, when i press to flush it wouldnt completely swirl and flush the water. i checked the flapper, lever chain...everything. I read to make sure none of the before stated were the problem i dump a few gallons of water directly into the bowl to see if it flushs, Nope it would still just build up water and slowly drain the water till its alil below the normal level. If i plunge it, it will sometime drain fully and sometimes wont, but it doesn't seem like its clogged as the water will drain just taking time. any ideas? i heard it might be the vent but i live in a apt. and not sure if others have the same problems.

sounds like you dropped a cap from anything you have over your toilet

It sounds like you have a clog. It's not a total clog but the large drain pipe has an obstruction cutting it to a much smaller size which lets the liquid slowly drain, much like a strainer. Generally it's better to fix it sooner than later.

Almost always, a toilet which used to flush well but no longer does indicates a clog.
