Toilet won't flush unless handle is down > 5 seconds

Like my mentioned in my other thread, we just moved into a house that is 27 years old. The master bathroom toilet looks like it is original with the house, as are the other two toilets in the house. In order to get this toilet to flush, you have to hold the handle down greater than 5 seconds. If you hold it down for less time, it will just fill up with more water but nothing will drain. Any idea what could be causing this? The other toilets work fine.

Check the tension on the flapper chain. It should be semi taut, but not enough to keep the flapper from sealing.
