I am stumped. The bathtub was dripping so I decided to change the o-rings. I turned off the water at the main, unscrewed some metal tube things, took the stems out, put o-rings on, put the stems back in, screwed the metal tube thingys back on, and turned on the water. I reached inside to make sure there was no debris where the stem should sit. Seems fine. The cold water will not shut off. I took it all apart, and even switched the hot and cold stems to see if the stem was the problem. No change. The cold water won't shut off. It's hard to explain, but when I look into the pipe, the supply hole sits about 3:00. The bottom of the stem has two holes. Seems to me that when the holes on the stem line up with the supply hole, then the water will flow. I have been looking at this all day, and just can't figure out what my problem is. Any ideas are most welcomed.

I replaced the flapper since the one in there was corroded from our hard water in the area. Didn't seem to fix the issue. The toilet is filling very slowly. When I shut off the valve and then turn it back on, it starts filling up fast! I flush, water drains, but it starts filling via a trickle and does not ever fill up.
