Lockable outdoor faucet - want the best!

I recently purchased a condo a block away from the beach in S. Florida.
I'm looking to replace my outdoor faucet with LOCKED faucets & I want the best on the market (Home Depot, Loews or online). Can you recommend what I should get? They can be either a key or combination.

Water is a theft problem there.

I know they make a locking attachment that covers the threaded portion of the valve but it's an inconvenience having to remove it for your use.

When I have an outdoor faucet I don't want to be used..... I take the center screw out of the handle and then remove the handle when I'm not using the faucet.

Most people that are contemplating water theft don't carry spare faucet handles with them.

There are also faucets for commercial buildings that have a tube around the stem and use a removable handle (called a key). The tube prevents using pliers.
