Toilet doesn't flush

Once the lever is pushed, water starts to flush really fast and even before the flush is complete, water starts filling back up in the toilet bowl, water level in the bowl slowly drops and then finally it gurgles and so the flush doesn't complete all the way. I looked at the water level in the tank after the water gets filled and the filled water level is below the water level mark. Why does the flush happen so fast and water level filling and rising in the bowl, and then slowly dropping and then gurgling? Thanks.

Sounds like you need to replace the flapper. Try this when you flush just hold the lever down and see if it completes the flush. If it does you need a flapper.

You have a clogged drain line. It sounds like the flapper and everything up in the tank is working properly since you say the bowl rapidly fills with water. The slow draining and gurgling is a classic sign of a clog.

Again, you are right Pilot Dane! It was a clogged line. The plumber fixed it just a few minutes ago. The previous guy didn't do a great job clearing the clog and we started having problems again. Hopefully, we don't have problems at-least for a while. Thanks to Pugsi also for your suggestion.
