Another Running Toilet Problem

My toilet works fine until it is flushed, but water continues to pour into the overflow. Everything works as it should, the float floats up and then the toilet makes a groaning sound like the water is about to shut off, but it never does. I've adjusted the hight of the float with no luck. The only thing that works is if you turn the water off and then back on the toilet stops filling. This toilet setup is only a year old, i'm just wondering if there is a fix for this or if i have to replace the fill valve. This is the valve thats installed. Name:  31gazdBpLVL.jpg

I don't know what the pro plumbers think of them, but I've been using the floatless style fill valves for decades. Don't think I've ever had a problem and there's no float to stick:
