How do I fix my bathroom sink faucet?

When I turn the cold water knob the base moves with it. Do I need to get under the sink and clamp the bolt down and twist the base to tighten it?

Remove the handle and let us see what you have under it holding the decorative trim down. You may want to remove the other one too in order to compare them.

Yes, you need to tighten from below. Here's a standard diagram.
It helps to have someone hold the valve in position while you tighten the flat nut marked F.
Pay attention to the 2 wrenches in the bottom left of diagram.

I tried a regular size wrench but it's too big to fully turn.
What type of wrench can I use for this purpose?

You may find it easier to use a basin wrench such as this. HDX Basin Wrench-UWP0003D - The Home Depot It allows you to wrench it from below rather than laterally. Those pictures are taken in an ideal situation with the sink out of the hole.
