toilet water inlet handle
I need to change the flapper and valve in the toilet tank, but cannot shut off the water. The shut-off handle will not budge and I do not want to damage the handle with a wrench. Any suggestions for getting the handle to move so I can turn off the water inlet? Thanks, Ron

Don't force it. Try loosening the packing nut under the handle and see if that allows the stem to turn. I am assuming you have a normal compression stop on a copper stub. Worst case shut off house water and replace the stop with a 1/4 turn ball valve.
