Is this a cartridge problem?

Is this a cartridge problem?

I have a Moen sink faucet that is leaking from under the handle. Water slides down the housing that the cartridge sits in. I can't see the source of the leak because the handle is blocking it. I'm assuming the water is coming out of the top of the cartridge and then down under the handle and onto the base. Is this a cartridge problem? The reason I'm asking is that most cartridge problems seem to involve a leak coming out of the faucet itself.

Yes a cartridge issue. An o ring on the cartridge makes the seal.

Its a 1225 moen cartridge.

Pick one up at your home store.
