Toilet won't flush, Not clogged

Toilet is not clogged but wont flush correctly. When the toilet handle is pulled it will flush and drain some what the first time. If i go to pull it a second time right afterwards the bowl fills and drains very slowly. if i wait about 5 hours then i can flush it once with no problems. We do not know a history since we just purchased this house. This is what I have done so far.

- I put a 1/2 inch snake through both clean outs and toilet all the way to the septic. no blockage
- used a plunger no improvement
- root killer about a week ago
- left the caps off the clean outs in case it is a pressure problem with no improvement
- Purchased a brand new toilet
- poured five gallons of water down the drain with the toilet off and no back ups what so ever

Any ideas?

Ran the snake down the vent line on the roof?
A 1/2 snake is not near big enough to clean out a main drain line.
