Installing new drain outlet

So I bought a new kitchen sink outlet, will be an awesome upgrade to my old sink. It is the kind with an in-built strainer.

It comes with a rubber seal and foam seal. My old outlet had the rubber seal under the sink.
Between the top of the drain and sink, some plumbers putty was used. So I am guessing the foam goes where the putty used to be, but could it perform a good enough seal without putty or silicone?

It looks like the smaller (rubber) gasket goes on the top and the larger (foam) gasket
goes under the sink.

Normally just plumbers putty is used between the top part and the sink.
