Stuck screw on bath spout

Hi all. I am having a problem trying to remove the allen screw form my bath spout. The screw itself is starting to strip. So far, I've tried:
- PB B'laster to loosen it
- Hammering it to shock and break it free
- Epoxying an allen wrench to the screw to keep it together while turning
A barely get any turning from the screw using these methods, and I'm afraid to completely strip the screw. Any suggestions?
Also, what is that dark corroded ring made of that the screw is tightening down? I'm debating just using a dremel and cutting it off, if it's dremel-able.

PB Blaster may help. Allow it to soak in for a few hours.
Don't go beating on it with a hammer.
If you can't get a hex key to bite..... use Vise Grips on the head of the screw.
Don't forget.... there are SAE (standard) and Metric hex key sizes.
If all else fails..... use your Dremel to cut the metal ring.
